الجماعات المحلية ودورها في تدعيم وترقية الاستثمارات المحلية في الجزائر: مقاربة في الآليات.

الملخص
نتيجة لتعاظم أدوار الدولة وتزايد مهامها لم تعد الدول -والجزائر على وجه الخصوص- قادرة لوحدها بسلطاتها المركزية من الاستجابة لمختلف متطلبات الجماهير في مختلف ربوع الوطن، مما أدى بغالبية دول العالم التوجه نحو تخفيف مركزيتها والتنازل لسلطات محلية لامركزية عن بعض المهام وذلك لتحسين الخدمات وتسريع الاستجابة لاحتياجات المواطنين على المستوى المحلي باعتبار الوحدات المحلية النواة اللامركزية الأقرب للمواطن والوسيط بين السلطات المركزية وبين المواطنين، وعليه تهدف هذه الدراسة لتحقيق جملة من الأهداف التي ترمي إلى تحقيقها هذه الدول بتوجهها نحو نظم التسيير المحلية، وجذب الاستثمار وترقيته والذي يعتبر جزء منها. وفي هذه الورقة البحثية نعمل على الكشف والتركيز على أهم الآليات التي تعتمد عليها الجماعات المحلية لترقية الاستثمار المحلي؛ من عوامل جذب الاستثمارات إلى الإقليم، وأهم من ذلك هو معرفة دور الجماعات المحلية في جذب الاستثمارات المحلية. ولن يكون هناك أفضل ولا أنجع من جذب الاستثمارات لإقليمها كضمان لتدفق المزيد من الأموال إلى خزينتها العمومية وتحقيق التنمية المستدامة. Abstract: As a result of the growing roles of the state and the increase in its tasks, countries - and Algeria in particular - are no longer able alone with their central authorities to respond to the various requirements of the masses in different parts of the country, which led the majority of countries in the world to move towards reducing their centralization and conceding to decentralized local authorities about some tasks in order to improve services and speed up response To the needs of citizens at the local level, considering that the local units are the decentralized nucleus closest to the citizen and the mediator between the central authorities and the citizens, and accordingly this study aims to achieve a number of goals that these countries aim to achieve by moving towards local management systems, and attracting and promoting investment, which is part of them. In this research paper, we work to reveal and focus on the most important mechanisms that local groups rely on to promote local investment; One of the factors attracting investments to the region, and most importantly, is knowing the role of local communities in attracting local investments. There will be no better or more effective than attracting investments to its territory as a guarantee for the flow of more funds into its public treasury and achieving sustainable development.
