الجزاءات الإدارية كآلية للحد من السرقة العلمية: قراءة تحليلية للقرار رقم 1082 المؤرخ في 27 ديسمبر 2020

الملخص
تمحورت مشكلة الدراسة حول تحديد الجزاءات الإدارية التي يمكن الاعتماد عليها للحد من ظاهرة السرقة العلمية، لما تسببه من ضرر على الطالب والجامعة والدولة ككل خاصة وأنها انتشرت بشكل ملفت للنظر في مؤسسات التعليم العالي في الآونة الأخيرة، وقد هدفت الدراسة إلى تحديد أصناف الجزاءات الإدارية الواردة في القرار رقم 1082 المؤرخ في 27 ديسمبر 2020 والمحدد للقواعد المتعلقة بالوقاية من السرقة العلمية ومكافحتها، ومدى جدواها وفعاليتها، وقدرتها على وضع حد لانتشارها، كما توصلت إلى العديد من النتائج أهمها ضرورة التركيز على مبدأي النزاهة والشفافية في جميع النشاطات التي تتم على مستوى مؤسسات التعليم العالي، حتى يتم تنشئة جيل صاعد، جل أعماله أصيلة ترفع من قدره، ومن المستوى العلمي الهيئة التي يعمل أو يتمدرس على مستواها. The research problem is based on identifying the administration sanctions that can be relied on to reduce the phenomenon of Plagiarism, due to the harm it can cause to the students , the university and the country as a whole ; especially with its notable widespread among the educational institutions lately .The study aimed to identify the types of administration sanctions stated in the decision number 1082 dated December 27th 2020 which specifies the rules related to the prevention from Plagiarism, as well as controlling its feasibility , effectiveness and capacity to put an end to its widespread. It also reached many results, the most important of which is the need to focus on the principles of integrity and transparency in all activities that take place at the level of higher education institutions, in order to raise a younger generation, most of whose actions are authentic and raise their status, and from the scientific level the body at whose level he works or studies.
