حوكمة الموازنة العامة بالجزائر على ضوء نتائج مسح الموازنة المفتوحة للفترة (2006-2019)

الملخص
ملخص: تهدف هذه الورقة البحثية إلى تسليط الضوء على واقع تجسيد مبادئ حوكمة الموازنة العامة بالجزائر، والمتمثلة في الشفافية، المشاركة والمساءلة، والمتبناة من طرف منظمة شراكة الموازنة الدولية من خلال ما تنشره من نتائج كل سنتين في تقرير مسح الموازنة المفتوحة للفترة الممتدة من أول نشر للنتائج سنة 2006 إلى آخر مسح سنة 2019. وقد توصلت الدراسة إلى ضعف نتائج الجزائر عموما وتذيلها ترتيب الدول التي شملها المسح في أغلب المؤشرات، حيث فشلت الحكومة في نشر الوثائق الرئيسية للموازنة وتزويد الجمهور بالمعلومات الكافية عنها في الوقت المناسب، مع الغياب التام لفرص اتخاذ القرار وآليات المشاركة الجماهيرية خلال دورة الموازنة، إضافة لمحدودية وضعف الرقابة على السلطة التنفيذية ومساءلتها عن أدائها واختياراتها وآليات تنفيذها للموازنة. Abstract: This research paper aims to shed light on the reality of embodying the principles of public budget governance in Algeria, represented in transparency, participation and accountability, adopted by the International Budget Partnership Organization through the results it publishes every two years in the Open Budget Survey report for the period extending from the first publication of the results in 2006. To the last survey of 2019. The study found the weak results of Algeria in general, and the ranking of the countries covered by the survey in most indicators, where the government failed to publish the main documents of the budget and provide the public with sufficient information about them in a timely manner, with the complete absence of decision-making opportunities and mechanisms for public participation during the budget cycle, in addition to the limited Weak oversight of the executive authority and its accountability for its performance, choices and mechanisms for implementing the budget.
