الملخص

الملخص: يستوجب تحقيق التنمية المحلية ضرورة إدراك حاجات المجتمع انطلاقا من القاعدة إلى القمة، وهو ما يفرض منح البلديات هامش استقلالية أكبر في تخطيط وتنفيذ مشاريع التنمية، باعتبارها أقدر الهيئات على فهم احتياجات السكان التنموية. لكن نموذج التنمية المحلية المفروض من السلطة المركزية يتعكس سلبا على دور البلدية ويؤدي إلى تعطيل جهود المنتخبين البلديين في دفع عجلة التنمية ككل. ووفق هذا السياق نحاول بحث آثار التوجه السياسي والإداري ذي الطابع المركزي الذي يحكم علاقة السلطة المركزية بالبلديات، والذي يهمش بشكل مباشر وغير مباشر دورها في تحقيق التنمية المحلية ولاسيما من خلال مركزية التخطيط والتنفيذ. الكلمات المفتاحية: البلدية- الوصاية- التخطيط- التنفيذ-التنمية المحلية- التصديق. Abstract: Achieving local development necessitates realizing the needs of society from the bottom up, which imposes giving municipalities a greater margin of independence in planning and implementing development projects, as they are the most capable organizations to understand the development needs of the population. However, the local development model which is imposed by the central authority reflects negatively on the municipality’s role and leads to obstruct the efforts of the municipal elected officials in advancing the development process as a whole. According to this context, we try to examine the effects of the political and administrative orientation of a centralized nature that governs the relationship of the central authority with the municipalities, and which marginalizes, directly and indirectly, their role in achieving local development, especially through central planning and implementation. key words: municipality - trusteeship - planning - implementation - local development - certification.
