تفعيل دور الجماعات المحلية في رسم السياسات و الخيارات التنموية المحلية بالجزائر في ظل التحولات السياسية الجديدة لعام 2020

الملخص
الملخص: رغم صدور قانون الجماعات الاقليمية سواء - قانون البلدية رقم 11-10 او قانون الولاية رقم 12-07، ورغم كل البرامج و المخططات و الاطر المؤسساتية المطبقة الى غاية نهاية 2019 ، بهدف النهوض بأعباء المجتمع المحلي ، الا ان المواطن المحلي مازال يعيش ويلات الغبن الاجتماعي. وبحلول سنة 2020 ظهرت بوادر انشاء جمهورية جزائرية جديدة قائمة على العدالة و العصرنة من خلال وضع اليات تنموية محلية جديدة ، و استراتيجية للارتقاء باليات عمل الجماعات المحلية، وهناك اقتراحات لمنح صلاحيات جديدة لمجالس المحلية المنتخبة وهذا حسب ، اول خطابات وتوجيهات رئيس الجمهورية عبد المجيد تبون الى الولاة بأن الحكومة تدرس حاليا وضع إجراءات قانونية جديدة من شأنها دعم اللامركزية في تسيير الجماعات المحلية في ظل محدودية نمط التسيير المحلي . Abstract: Despite the issuance of the Regional Communities Law, either - Municipal Law No. 10-11 or State Law No. 12-07-, and despite all the programs, plans and institutional frameworks applied until the end of 2019, with the aim of advancing the burdens of the local community, the local citizen is still living in the scourge of injustice Social By the year 2020, signs of establishing a new Algerian republic based on justice and modernization have emerged by setting up new local development mechanisms and a strategy for upgrading the mechanisms of local groups ’work, and there are proposals to grant new powers to the elected local councils, and this is according to the first letters and directives of the President of the Republic, Abdelmadjid Tebboune. Walis, that the government is currently studying the development of new legal procedures that would support decentralization in the management of local groups in light of the limited pattern of local management.
