الملخص
تهدف هذه الدراسة إلى البحث في صلاحيات المجالس الشعبية البلدية الجزائرية من حيث فاعليتها في تحقيق التنمية المحلية، وهذا عبر تحري الواقع والميدان ضمن ثلاث بلديات ـــــ تابعة لدائرة السانية ـــــ تقع في ولاية وهران، وهي كل من: بلدية السانية؛ بلدية الكرمة؛ سيدي الشحمي. وقد خلصت الدراسة إلى أَنَّ تحقيق التنمية المحلية المنوطة بالبلديات لايزال أمرًا بعيد المنال، وهذا راجع لعدة أسباب ومُتغيرات منها السياسية، والقانونية، ...وغيرها. This study aims at studying the powers of the Algerian municipal people's councils in terms of their effectiveness in achieving local development. This is through investigating the reality and the field within three municipalities ـــــ belonging to the district of Sania ـــــ located in the province of Oran, namely: the municipality of Sania; the municipality of Karma. The study concluded that achieving the local development of the municipalities is still a long way off, and this is due to several reasons and variables, including political, legal, ... and others.
