الحرب الاستباقية وآثار تطبيقها على السلم والأمن الدوليين

الملخص
لقد دخل مصطلح الحرب الاستباقية مجال العلاقات الدولية منذ زمن بعيد ليشكل وسيلة من الوسائل التي تستخدمها الدول (القوية) لتنظيم علاقاتها حمايةً لمصالحها الخاصة، مما أصبح يشكل جدلا واسعا على صعيد طبيعة العلاقات الدولية. من خلال ذلك تتناول الدراسة الحرب الاستباقية كمصطلح شائع الاستخدام في العلاقات الدولية خاصة في القرنين الأخيرين، وتبحث في مفهومه ومدى تأثيره على واقع المجتمع الدولي، وتنطلق الدراسة من فرضية مفادها أن لجوء الدول لتنظيم علاقاتها عن طريق تطبيق الحرب الاستباقية قد أصبح يشكل تهديدا كبيرا للسلم والأمن الدوليين، وفي حال استمرار هذه الممارسات فإن العالم مهدد بالوقوع في شراك حرب عالمية ثالثة. The term "pre-emptive war" has long been used in the field of international relations to become one of the means used by States, especially the most powerful ones, in order to regulate their relations or rather to protect their own interests which became a controversy both in terms of international law and from the point of view of researchers and international experts. This study deals with pre-emptive war as a term commonly used in international relations, particularly over the last two centuries. The study examines the concept and its impact on the reality of the international community, and it is based on the assumption that the recourse of States to the regulation of their relations through the application of this principle constitutes a major threat to international peace and security. If this continues, the world could be trapped in a third world war.
