الملخص
تناولت هذه الورقة القانون الأساسي العام أو القانون الدستوري، والذي يهدف إلى تنظيم المجتمع والسلطة، فنحن لا نستطيع تخيل وجود شعب متحضر بدون وجود قانون أساسي عام يحكمه ويسيره بانضباط، حيث أن القانون الدستوري يسعى إلى تحقيق الغاية المرجوة: حماية حقوق كل مواطن، واستقرار النظام السياسي والاجتماعي، وبناء الدولة الحديثة، ولا يتحقق ذلك إلا بوجود استشارة قانونية دستورية عامة تعود إليها القوانين الخاصة، لأن القانون العام هو مجموعة القواعد الإلزامية التي تحكم العلاقات بين نظام الحكم ومتطلبات المجتمعات. This paper deals with the general basic law or constitutional law, which aims to organize society and authority. We cannot imagine the existence of a civilized people without the existence of a general basic law that governs and runs it with discipline, as the constitutional law seeks to achieve the desired goal: protecting the rights of every citizen, and the stability of the system This can only be achieved through the existence of general constitutional legal advice that private laws refer to, because public law is the mandatory set of rules that govern the relations between the system of government and the requirements of societies.
