الملخص
استقطبت تقنية تفويض المرافق العامة اهتمام الكثير من البلدان بوصفها إحدى الوسائل التي أبانت وبجلاء عن فاعلية عالية في تسيير هذا النوع من المرافق، حيث سعت هذه الورقة البحثية لتسليط الضوء على هذا الأسلوب، الذي كانت الحاجة في التوجه إليه وبشكل عاجل أزمة انهيار أسعار النفط في السوق العالمي، إذ كشف هذا النمط وبوضوح عن أوجه القصور في النظم التقليدية في تسيير مرافق الدولة، مثل الاستغلال المباشر والمؤسسة العامة، التي اعتمدتها الجزائر منذ الاستقلال. حيث يقوم بحثنا بكشف أهم الملامح الكبرى لمفهوم تقنية تفويض المرفق العام، مبرزا العناصر المكونة له، فضلا عن دراسة جوانب التطبيق العملي لهذا الأسلوب الجديد من التسيير.The technique of the public service delegation attracted the attention of many countries as one of the means that clearly demonstrated high effectiveness in managing this type of facility, as this research paper sought to shed light on this method, which urgently needs to be addressed and the crisis of the collapse of oil prices in the market Global, as this pattern clearly exposed the shortcomings of the traditional systems in the running of state facilities, such as direct exploitation and the public institution, which Algeria has adopted since independence.
