مكافحة الإرهاب في ظل تعدد الإستراتيجيات(2011-2020)(counter-terrorism In A Multitude Of Strategies (2011-2020)

الملخص
تنامي ظاهرة الإرهاب وتحولها إلى ظاهرة عالمية أدى إلى ظهور العديد من الاستراتيجيات سواء المتعلقة بالأطراف المتضررة من الظاهرة، أو تلك المتعلقة بالتنظيمات الإرهابية، والملاحظ أن أغلب الاستراتيجيات الموجهة ضد الإرهاب لم تنجح في استئصال جذور الظاهرة خاصة مع توظيف الجماعات الإرهابية لأدوات جديدة تعتمد على التطور التكنولوجي والامتداد الجغرافي لتشتيت الجهود الإقليمية والدولية في مكافحة الإرهاب مستغلة حالة عدم الاستقرار التي شهدتها العديد من الدول بعد أحداث 2011، الأمر الذي دفع بالدول والمنظمات إلى البحث عن استراتيجيات جديدة تتواكب مع تطور استراتيجيات الجماعات الإرهابية، وفي ظل عولمة الإرهاب وتحوله إلى أداة في يد الدول الكبرى توظفه حسب مصالحها، أصبحت الحاجة أكبر إلى تبني استراتيجية موحدة ومتكاملة تنطلق أولا من إيجاد مفهوم موحد للإرهاب تتفق عليه أغلب الدول بغض النظر عن الاختلاف الإيديولوجي، وتحديد الوسائل والأدوات الفعالة لمكافحة الإرهاب حسب خصوصية الظاهرة في كل دولة. ا Abstract: The growing phenomenon of terrorism and its transformation into a global phenomenon have led to the emergence of many strategies, both for the parties affected by the phenomenon and for those related to terrorist organizations. Most of the strategies directed against terrorism have not eradicated the phenomenon, especially as terrorist groups employ new tools based on technological development and the geographical spread of the dispersal of regional and international efforts to combat terrorism, taking into effect the instability experienced by many countries after 2011. This led States and organizations to search for new strategies that go hand in hand with the development of the strategies of terrorist groups, and under the globalization of terrorism and turning it into a tool in the hands of the major countries that employ it according to their interests. The need for a unified and integrated strategy is becoming greater, first of all, through the creation of a unified concept of terrorism, to which most countries agree, regardless of ideological differences, and the identification of effective means and tools to combat terrorism, in accordance with the specificity of the phenomenon in each country.
