الملخص

يرتكز مبدأ استمرارية المرفق العام على ضمان حق المستفيدين من الحصول على خدمات المرفق العام بشكل دائم و منتظم، غير أن انتشار فيروس كورونا المستجد (كوفيد 19) في العالم و وصوله للجزائر من خلال حالات وافدة، فرض على السلطات العمومية اتخاذ حزمة من الإجراءات و التدابير الاحترازية و الوقائية بهدف الحفاظ على النظام العام الصحي، و من أبرز هذه التدابير؛ فرض العزل الجغرافي، إجراء الحجر المنزلي –الكلي و الجزئي- و كذا غلق المدارس و الجامعات و أماكن التجمعات، و بذلك فإن أثر هذه الإجراءات يمتد إلى المرافق العامة باعتبارها مكان لتجمع المواطنين بشكل دائم و مستمر و حفاظا على صحة و سلامة المرتفقين، لجأت الحكومة إلى و ضع جملة من الآليات – الحلول- لمواجهة انتشار هذا الوباء داخل المرافق العامة من جهة و لضمان مبدأ الاستمرارية من جهة أخرى، لاسيما من خلال تنظيم عمل المرفق العام خلال هذه الفترة الاستثنائية و كذا اللجوء إلى توظيف و استعمال التكنولوجيا الحديثة، تسهيلا للانتفاع بالخدمة العمومية. The principle of the continuity of the public facility is based on ensuring the right of the beneficiaries to obtain the services of the public utility in a permanent and regular manner. However, the spread of the new Corona virus (Covid 19) in the world and its arrival in Algeria through imported cases, imposed on the public authorities to take a package of measures and measures Precautionary and preventive measures aimed at preserving the public health system, and among the most prominent of these measures; The imposition of geographical isolation, the procedure of home quarantine - total and partial - as well as the closure of schools, universities and places of gathering, and thus the effect of these measures extends to public facilities as a place for citizens to gather permanently and continuously and in order to preserve the health and safety of those who are approaching, the government has resorted To lay down a set of mechanisms - solutions - to confront the spread of this epidemic within public facilities on the one hand and to ensure the principle of continuity on the other hand, especially by organizing the work of the public utility during this exceptional period, as well as resorting to employing and using modern technology, in order to facilitate the use of the service Generality.
