Abstract

The study aims to explore the digital transformation in Algeria and the novel corona virus (COVID-19) crisis, by identifying the ICT infrastructure, by examining a set of indicators that illustrate the infrastructure. The extent to which the spread of the new virus in the use of information and communication technologies by Algeria has contributed to the functioning of various sectors of its vital sector in order to respect the measures taken and to support its economic activity .The study was based on the descriptive and analytical approach in the applied area, and through this study the findings were among several interrelated factors to make the full transformation toward digitization, including the building of a digital strategy and improvements in the ICT infrastructure. Identify the requirements for investing in information and communication technology as well as developing the field of technological research, education and training of citizens in the use of technology. ملخص: هدفت هذه الدراسة إلى استكشاف واقع التحول الرقمي في الجزائر في ظل أزمة فيروس كورونا المستجد (كوفيد 19)، عن طريق التعرف على واقع البنية التحتية لتكنولوجيا المعلومات والاتصال، من خلال دراسة مجموعة من المؤشرات التي توضح واقع البنية التحتية، وكذا مدى مساهمة انتشار فيروس كورونا في لجوء الجزائر لتكنولوجيا المعلومات والاتصال، لتسيير مختلفة قطاعاتها الحيوية من أجل احترام الإجراءات المتخذة واستمرار نشاطها الاقتصادي. واعتمدت الدراسة على المنهج الوصفي والتحليلي في الجانب التطبيقي، ومن خلال هذه الدراسة كانت النتائج المتوصل إليها، هناك عدة عوامل مترابطة فيما بينها من أجل القيام بالتحول الكامل للجزائر نحو الرقمنة، من بينها بناء إستراتيجية رقمية وإجراء تحسينات على البنية التحتية لتكنولوجيا المعلومات والاتصال، تحديد المتطلبات الاستثمار في تكنولوجيا المعلومات والاتصال وكذا تطوير المجال البحث التكنولوجي وتوعية وتثقيف وتدريب المواطنين على استخدام التكنولوجيا. الكلمات المفتاحية: التحول الرقمي، تكنولوجيا المعلومات والاتصال، أزمة كورونا، الجزائر تصنيف :JEL L86, O14,O39
