المقاربة القانونية للهجرة غير الشرعية في الجزائر – واقع و تحديات -

الملخص
ملخص: حظيت الهجرة غير الشرعية باهتمام كبير لم تحظ به أي ظاهرة أخرى لما لها من انعكاسات سياسية و اقتصادية و أمنية خطيرة سواء على المستوى المحلي أو الإقليمي أو الدولي, ونظرا لاعتبار هذه ظاهرة من الظواهر المعقدة من حيث العوامل الدافعة إليها, وبتالي لا يمكن معالجة آثارها المتعددة الأبعاد بمعزل عن المشكلات السياسية والاقتصادية والإنسانية ذات الصلة بها. لذا فان هذه الدراسة تهدف لإلقاء الضوء على المخاطر التي يتعرض لها المهاجرون وكذلك المشاكل التي تحملها معها أينما حلت والسياسات التي اتخذت لمكافحة هذه الظاهرة. ومن خلال هذه الورقة البحثية توصلنا إلى عدة نتائج أهمها: 1 – عدم وجود انشغالات عربية مشتركة تمس جميع الميادين من اقتصادية وسياسية و أمنية. 2- إن علاج ظاهرة الهجرة غير الشرعية يحتاج إلى سياسات واستراتيجيات محددة للحد من الظاهرة والتقليل من أثارها السلبية. Abstract Illegal immigration has received great attention that no other phenomenon has received because of its serious political, economic and security repercussions, whether on the local, regional or international level, and given that this is a complex phenomenon in terms of the factors that drive it, and therefore its multiple effects cannot be addressed The dimensions are separate from the political, economic and humanitarian problems related to them. Therefore, this study aims to shed light on the risks that migrants are exposed to, as well as the problems that they carry with them wherever they are and the policies that have been taken to combat this phenomenon. Through this research paper, we reached several results, the most important of which are: 1 - Lack of joint Arab preoccupations affecting all fields, economic, political and security. 2- The treatment of the phenomenon of illegal immigration needs specific policies and strategies to reduce the phenomenon and reduce its negative effects.
