الاستثمار الأجنبي و التنويع الاقتصادي في الجزائر (2000-2016)

الملخص
تهدف هذه الدراسة الى ابراز حاجة الجزائر إلى التركيز على التنويع الاقتصادي بكل أشكاله و فتح قطاعات حيوية اخرى تساهم كبدائل عن الاعتماد المفرط على ريع البترول الذي تعدت نسبته 98 % و استمرار النزيف الحاد للاحتياطي الصرف كل عام، مما ينبأ بفشل السياسات المنتهجة و مواجهة الاقتصاد للكثير من المخاطر العالمية، فنجاح التنويع الاقتصادي ضرورة اقتصادية تسمح بزيادة جاذبية رؤوس الأموال لمختلف القطاعات و رفع حجم الاستثمارات الأجنبية الوافدة إلى الجزائر. فمن خلال الاداوت الإحصائية قمنا بتحليل طبيعة التنويع الجغرافي و القطاعي للاستثمارات الوافدة للجزائر. و تطور الصادرات غير النفطية خلال الفترة بين 2000 و 2016، حيث تبين استمرار الاعتماد على الريع و منه فشل السلطات في تطبيق التنويع لمصادر الدخل بهدف تحسين مستوى الأداء الاقتصادي و دفع عجلة التنمية. This study aims to highlight the need of Algeria to focus on economic diversification and on its most important types beside opening other vital sectors that contributes as a substitute of the actual over-dependence on oil revenues which exceeded 98%. Furthermore, the severe continuous bleeding of the exchange reserves each year, which explain the failure of the policies applied by the authorities and which may expose the country to high risks. The success of economic diversification is an economic necessity the increase the attractiveness of the capital inflows to various sectors and raises the inflows of foreign investments to Algeria. Through some statistical tools, we analyzed the diversification by geography and sector for inflow investments in Algeria beside the study of the development of non-oil exports during the period from 2000 to 2016. The results show that the entire reliance of the government on oil revenues and its failure to apply the diversification to improve economic performance and the development growth.
