البلديـــة الذكيــة ضرورة لتقديم خدمة عمومية متميزة في زمــــن الرقمنة

الملخص
تأثرت جل دول العالم بظاهرة العولمة الأمر الذي شكل تحديا أمام الإدارة العامة الجزائرية بضرورة مسايرة مختلف التطورات، بتبنيها نموذج الإدارة الإلكترونية في تسيير إدارتها المحلية لتحقيق شروط النجاح والوضوح والدقة في تقديم الخدمات وإنجاز المعاملات، حيث أصبح يمثل نقلة نوعية في نموذج الخدمة العمومية، وتركز الدراسة الحالية على نقاط رئيسية ترتبط بمتطلبات نجاح مشروع البلدية الذكية بالجزائر لتقديم خدمة عمومية مميزة للمواطن مع إبراز أفاق تطويرها، لتحقيق هدف الدراسة والمتمثل أساسا في إبراز دور وأهمية البلدية في حياة الأفراد وتحقيق رفاهيتهم وتحسين نوعية الحياة، عن طريق الخدمات الأساسية التي تضمن إطار معيشي ملائم ومتكامل في كل جوانبه، مستعينين في دراستنا بالمنهج الوصفي التحليلي، وقد توصلنا إلى نتيجة مفادها أن اتخاذ إجراءات تقنية وتشريعية للتحول نحو الإدارة الالكترونية من طرف الجزائر، أدت إلى تسيير وتفعيل العمل الإداري وتقديم الخدمات العمومية بشكل أفضل وفي أقل وقت، كما ستساهم في القضاء على البيروقراطية التي تعيق تلبية حاجيات المواطنين من طرف المرافق العمومية، إلا أن المجهود المبذول يبقى غير كاف ويحتاج للمزيد من التعميم على جوانب أخرى لم تمسها الرقمنة. Most of the countries of the world were affected by the phenomenon of globalization, which posed a challenge before the Algerian public administration to the necessity of keeping pace with various developments, by adopting the e-management model in managing its local administration to achieve the conditions of success, clarity and accuracy in providing services and completing transactions, as it became a qualitative shift in the public service model, and the study focuses Current on key points related to the requirements of the success of the smart municipality project in Algeria to provide a distinct public service to the citizen while highlighting the prospects for its development, to achieve the goal of the study, which is mainly to highlight the role and importance of the municipality in the lives of individuals and achieve their well-being and improve n The importance of life, through the basic services that guarantee an adequate and integrated living framework in all its aspects, using our study with the descriptive analytical approach, and we have reached a conclusion that taking technical and legislative measures to shift towards electronic management by Algeria, has led to the conduct and activation of administrative work and the provision of services Better publicity in less time, and it will also contribute to eliminating the bureaucracy that impedes the fulfillment of citizens ’needs by public utilities, but the effort made remains insufficient and requires more generalization on other aspects not touched by digitization.
