تطبيق آليات الحوكمة الجامعية كأداة لضمان جودة التعليم العالي بالجامعة الجزائرية "جامعة حسيبة بن بوعلي (الشلف) أنموذجا"

الملخص
يهدف البحث الى دراسة تطبيق آليات حوكمة الجامعة كأداة لضمان الجودة في التعليم العالي من خلال عرض لنماذج ناجحة في تطبيق الحوكمة بمبادئها، وحالة جامعة الشلف في ذلك حيث تم استخدام عينة قابلة للتحليل متكونة من (62)مفردة، باعتبار أن منهج ضمان الجودة يقوم على بناء نظام لنشاط الجودة في الجامعة، وطريقة ممارسة العمليات الإدارية، بحيث يجب أن يكون هناك تخطيطا مسبقا للجودة واهمية بالغة لضمان الجودة، بالإضافة الى تحديد المسؤوليات والصلاحيات والمراكز الإدارية والتنفيذية الخاصة بأنشطة ضمان الجودة، وهذا يتم من خلال الحوكمة الرشيدة في الجامعة بتطبيق سياسات وآليات وممارسات تقوم على الشفافية والمشاركة والمسائلة وسيادة القانون ومكافحة الفساد الإداري، وتوصلت الدراسة الى مجموعة من التوصيات منها: أن تعمل حوكمة الجامعة على تضمين الجودة في عملية الإدارة الاستراتيجية للجامعة بالإضافة الى عملية التغيير، والعمل بمبدأ مشاركة جميع الأطراف من الأعضاء الأكاديميين والإداريين والقيادات والطلاب في عمليات صنع واتخاذ القرار. Abstract the research aims to study the application of university governance mechaninms as a quality assurance tool in higher education by presenting successful models of corporate governance with its principles and the case of chlef university in that a sample of 62 questionnaires was used considering that the quality assurance approach is based on building a system of quality activity at the university and the way to conduct administrative operations so that there must be prior quality planing and critical importance of quality assurance in addition to defining the responsibilities, powers and administrative and executive centers related to quality assurance activities this is done through good governance at the university by applying policies, mechanisms and practices based on transparency, participation, accountability, rule of law and combating administrative corruption the study reached a set of recommendations, including the university's governance should include quality in the university's strategic management process in addition to the change process and the principle of the participation of all parties, including academic members, administrators, leaders and students, in decision-making and decision-making processes
