الملخص
إن الهدف النهائي لإقرار أسلوب العقوبات الذكية كبديل للعقوبات الإقتصادية الشاملة والتقليدية في السياسة العقابية الدولية هو إحداث تغيير في سياسات النظام المستهدف وتحقيق إستجابة إيجابية لمطالب الجهة التي فرضت العقوبات، للحكم على فعاليتها، ومدى نجاحها الذي يبقى مرهونا بمجموعة من العوامل التي لا ترتبط بالأداة نفسها فحسب، بل بمدى نضج المجتمع الدولي في التعامل مع القيم الأخلاقية والإنسانية ومجموع التهديدات الدولية. The ultimate goal of adopting the smart sanctions method as an alternative to comprehensive and traditional economic sanctions in international Punitive Policy is to bring about a change in the policies of the target regime and to achieve a positive response to the demands of the party that imposed the sanctions, to judge their effectiveness and the extent of their success, which remains dependent on a set of factors that are not related to the tool itself alone. Rather, it is about the extent of maturity of the international community in dealing with moral and human values and the total number of international threats. The ultimate goal of the emergence of smart sanctions as an alternative to comprehensive and traditional economic sanctions in international penal policy is to bring about a change in the policies of the target regime and to achieve a positive response to the demands of the sanctioning party, to judge their effectiveness and say their success, which remains dependent on a set of factors that are not related to the tool itself, but to the extent The maturity of the international community in dealing with moral and human values ,and the totality of international threats
