Le Processus D’innovation Dans L’administration Publique Algerienne : Avancees Et Contraintes

Résumé
L’administration publique est reprochée d’être immobile et incapable de développer les processus d’innovation. Ce jugement renvoie à plusieurs facteurs liés aux spécificités organisationnelles et institutionnelles de l’administration publique. Par ailleurs, la littérature révèle que plusieurs innovations sont émergées dans les organisations publiques, et qui ont contribué effectivement au changement et à l’amélioration de la performance publique. En revanche, le processus d’innovation reste modeste à cause des contraintes qui freinent les initiatives d’invention dans l’administration. De ce fait, ce travail qui se base sur des entretiens exploratoires montre que si l’administration publique algérienne enregistre effectivement des innovations publiques, en particulier au niveau des ministères, elle confronte des contraintes qui gênent l’adoption de ces innovations. Public administration is accused of being immobile and unable to develop innovation processes. This judgment refers to several factors related to the organizational and institutional specificities of public administration. On the other hand, the literature reveals that several innovations have emerged in public organizations, and that have effectively contributed to change and improvement public performance. However, the innovation process remains modest because of the constraints that hinder inventive initiatives in the administration. Therefore, this work based on exploratory interviews shows that if the Algerian public administration really develops public innovations, especially at the level of the ministries, it confronts constraints that hinder the adoption of these innovations.
