فعالية أدوات التمويل الإسلامي في تحقيق التنمية المستدامة ''الزكاة انموذجا''

الملخص
إن موضوع التنمية المستدامة قضية مستجدة تستدعي الدراسة، لارتباطها بالعديد من جوانب الحياة في أية دولة؛ حيث أن تحقيق أهدافها يشمل أبعاد مختلفة وذلك وفق إستراتيجية أساسها استغلال رؤوس الأموال بما يخدم الدولة، مما يستدعي تحضير ميزانية عالية باعتبار أن فجوة التخلف أكبر على جميع المستويات. والتمويل الإسلامي؛ مجمل الخدمات المالية التي تؤدى وفق أصول الشريعة الإسلامية من بين الأسس التي تحوز على دور مهم في الحياة الاقتصادية حيث يساهم في تحفيز هذا القطاع بإنعاش عملية الاستثمار. هذا التمويل له صيغ عديدة ومتنوعة ومن ضمنها الزكاة فبالإضافة إلى اعتبارها فرضا دينيا ومؤسسة تكافلية اجتماعية، تعتبر صيغة تمويلية تساهم في تحفيز الجانب التنموي للدولة؛ دورها لا يقتصر فقط على وظيفتها المنصوص عليها بالكتاب والسنة، وإنما تناط بها وظيفة أخرى هدفها رفع نسبة التنمية في المجتمع، وذلك من خلال منع اكتناز الأموال وعدم بقاءها حبيسة الصناديق، والانتفاع بها بما يخدم الاقتصاد، كما يكون لها أثرا واضحا في التشجيع على الإنفاق وتحقيق التوازن بين الاستهلاك والاستثمار. Where the achievement of its objectives includes different dimensions according to a strategy based on the exploitation ofF unds to the benefits of the State, which requires preparations of a high budget because the –Underdevelopment- is greater in all Levels. Islamic finance; all financial services performed in accordance with the principles of Islamic law among the foundations that have an important role in economic life as it contributes to stimulate this sector by revitalizing the process Investment. Islamic funding has many different types, such as Zakat. Furthermore, to consider it a religious commitment it is a social symbiotic institution, a financing formula that contributes to stimulating the developmental aspect of the state; its role is not limited only on its function prescribed by the Quran and the Sunnah, but assigned to another function whose goal is to raise the proportion of development in society, by preventing the hoarding of funds and not staying locked in boxes, and to use it to serve the economy, Also it encourages spending and balancing process between consumption and investment.
