المرافقة المقاولاتية بين الواقع والأفاق -دراسة حالة الجزائر-

الملخص
تعد المؤسسات حجر الزاوية في عملية التنمية الاقتصادية والاجتماعية، لكن بتطور الظروف الاقتصادية وزيادة حدة المنافسة بات من الضروري الاهتمام أكثر بهذه المؤسسات وايجاد السبل الكفيلة بدعمها وترقيتها، ومن بين الأساليب المعتمدة في ذلك هو أسلوب المرافقة المقاولاتية الذي يعتبر من الأساليب الحديثة التي تُمّكن أصحاب المشاريع الاستثمارية من بلورة وتجسيد أفكارهم ومشاريعهم على أرض الواقع في شكل مؤسسات من خلال تقديم الاستشارة والتوجيه لهؤلاء المقاولين وتمكينهم من الحصول على المعارف والمهارات التي تساعدهم على تجاوز المصاعب التى يمكن أن تصادفهم عند انشاء مؤسساتهم وبالتالي ضمان بقاء واستمرار هذه المؤسسات في المستقبل. تهدف هذه الدراسة بشكل أساسي الى التعريف بأسلوب المرافقة المقاولاتية والأهمية التى يحظى بها في الجزائر، بالإضافة الى تقيم أداء هيئات دعم النشاط المقاولاتي من خلال تحليل الاحصائيات للمشاريع الممولة ومدى مساهمتها في خلق مناصب عمل. وخلصت هذه الدراسة الى الدور الايجابي الذي تلعبه هذه الاليات في انشاء المؤسسات الصغيرة والمتوسطة الا أن عدم التجانس وغياب التكامل فيما بينها يحد من تحقيقها للأهدافها التنموية هذا ما يستدعي تفعيل هذه الهيئات من خلال سياسة شاملة يشترك فيها جميع الفاعلين تقوم أساسا على تطوير الثقافة المقاولاتية. Small companies are usually considered as the cornesstone of the economic and social developement process, however with the evolution of economic Conditions and growing sharpness of competition, it has become necessary to give more attention to these companies by trying to find new ways for enchancing and promoting theme among these methods we can find the entrepreneurship accompaniment as one of the most modern methods which would enable investors’ projects to conceive and concretize their ideas in the field in the shape of companies by presenting them with advices and orientations to assist those entrepreneurs in getting the knowledge and competences to overcome obstacles and difficulties that may arise in the course of the setting up of their company to ensure the survival of their project in the future. The main objective of this study is to identify the procurement method and its importance in Algeria, in addition OF evaluating the performance of activities supporting entrepreneurial activity through the analysis of statistics of funded projects and their contribution to the creation of JOBS. This study concluded that these mechanisms play a positive role in the creation of small and medium-sized enterprise ,but that their heterogeneity and lack of integration limit the achievement of their development objectives ,It is necessary to activate them through a global policy involving all actors and based mainly on the development of the entrepreneurial culture.
