الملخص
ملخص: سعت الدراسة إلي التعرف على مفهوم المتغيرات البيئية والتنبؤ بها وبأهميتها للإدارة العامة،لأنها؛ أي الإدارة العامة بمختلف مستوياتها وجدت لتتفاعل مع مختلف الضغوط الممارسة عليها من طرف قوى بيئية متنوعة والتي لها الأثر الكبير على نجاح واستمرار التنظيمات الإدارية. وليس بوسع أي ادارة عامة أن تضع إستراتيجية ما دون تشخيص عناصر بيئتها لمعرفة مدى تأثيرها،في سبيل تحقيق فعاليتها وضمان استقرارها ورشادة وجودة خدماتها. Abstract: The study aimed at identifying and forecasting the concept of environmental variables; besides explaining their significance for Public Administration, because the public administration with different levels, were found to interact and correspond with the various changes which practice on her by a surrounding varied forces that have a significant impact on the success and continuity of the administrative organizations. It is not possible for any public administration to put a strategy without evaluation the elements of its environment, to know the extent of its impact, in order to achieve its effectiveness and to ensure its stability and rationalization and quality of its directed services.
