Résumé
ملخص تتناول هذه الدراسة، من خلال منهج النظامية، تراكب دور و مهمة الجامعة مع تلك المكتبة الجامعية في تحقيق الأهداف المسطرة و المهام المنوطة لهذه الأخيرة. كما تشرح كيف تتدخل المكتبة الجامعية في هذا المدرج بصفتها كنظام معلومات يعمل كأداة لنقل المعرفة عبر الأجيال و دعم لمهام الجامعة من أجل الاستجابة، في بيئة اقتصادية حرجة تحد بشكل كبير من مواردها المالية، لوابل من الحاجيات الوثائقية المتنوعة ذات وتيرة النمو الهائل وفضلا عن مواجهة انفجار معلوماتي غير مسبوق. مستندا إلى معطيات رقمية و في السياق الوطني والعالم العربي و كذا على الصعيد الدولي، تعرض الدراسة الانشقاق الرقمي القائم بين البلدان الغنية و البلدان ذات الإمكانيات المحدودة من حيث العرض الوثائقي. وتعالج الصعوبات الهيكلية والفنية والسياسية التي تواجهها المكتبات الجامعية أيضا في سدّ عدم كفاية الوثائق المطبوعة بواسطة الموارد الافتراضية ’ كما تسلط الضوء على الفجوة الرقمية الناجمة عن احتكار القوى العظمى على النشر الإلكتروني موضحا ذلك بضعف حضور و بروز كل من الجامعات و المكتبات الجامعية العربية على شبكة الانترنت مع سرد وضعية و نسبة تقدم مشروع شبكة المكتبات الجامعية الجزائرية ريبو. Abstract The study tackles, through a systemic approach, the imbrication of the role and mission of the academic libraries with those of the university in the realization of the tasks devolved to it. It explains how the BU intervenes in this process as an information system serving as a tool for the transgenerational transmission of knowledge and support of university functions in order to respond, in a critical economic environment drastically limiting its financial resources, documentary needs as numerous as varied and at the pace of exponential growth and an unprecedented documentary explosion. With figures in support and in the national, Arab and international context, the study exposes the cleavage between the academic libraries of rich countries and those of countries with limited possibilities in terms of documentary offer. The university libraries’ structural, technical and political difficulties are also tackled in filling the insufficiency of the documentation printed by virtual resources and highlights the digital divide induced by the monopoly of the great powers on electronic publishing by illustrating it by the weak presence of universities and Arab academic libraries on the Net and the situation of RIBU in Algeria. Résumé L’étude aborde au travers d’une approche systémique l’imbrication du rôle et de la mission de la BU avec celles de l’université dans la concrétisation des taches dévolues à cette dernière. Elle explique comment la BU intervient dans ce processus en tant que système d’information servant d’outil de transmission transgénérationnelle du savoir et de support des fonctions de l’université en vue de répondre, dans un environnement économiques critique limitant drastiquement ses ressources financières, à des besoins documentaires autant nombreux que variés et au rythme de croissance exponentiel et une explosion documentaire sans précédant. Avec des chiffres à l’appui et dans le contexte national, arabe et international, l’étude expose le clivage entre les BU des pays nantis et celles des pays aux possibilités restreintes en matière d’offre documentaires. Sont aussi abordées les difficultés structurelles, techniques et politiques des BU à combler l’insuffisance de la documentation imprimée par des ressources virtuelles et met en exergue la fracture numérique induite par le monopole des grandes puissances sur l’édition électronique en l’illustrant par la faiblesse de la présence des universités et des BU arabes sur le Net et la situation de RIBU en Algérie.
