الملخص
رغم الاستقلالية المالية التي تتمتع بها الهيئات الإقليمية، إلا أنها تبقى تابعة تبعية شبه مطلقة للتمويل المركزي، ولعل أهم الأسباب التي جعلت الجماعات المحلية لم تجسد استقلاليتها المالية تجاه السلطة المركزية، هو ضعف مواردها. إن موضوع التمويل المحلي قضية الساعة باعتباره يلفت انتباه مختلف الفاعلين في ميدان مالية الجماعات المحلية، ھهذه الدراسة ترمي إلى دراسة المظاهر التنموية لفكرة التمويل المحلي في إطار فكرة التنمية الإقليمية. Despite the financial independence of regional organizations, they remain a near absolute subsidiary of central finance. Perhaps the most important reason why local communities have not reflected their financial independence vis-à-vis the central authority is the weakness of their resources. The topic of local finance is the issue of the hour because it draws the attention of different actors in the field of the financial community. This study aims to study the developmental aspects of the concept of local finance in the context of the idea of regional development.
