مكانة الجامعة الجزائرية من خلال ترتيبها في التصنيف الدولي للجامعات: الواقع وضرورة الإصلاح

الملخص
اهتمت الدراسة الحالية بوصف وضعية ومكانة الجامعة الجزائرية من خلال ترتيبها في التصنيف الدولي للجامعات (تصنيف "شنغهاي" و"ويبومتريكس 2019"...)، حيث تم تشخيص هذه الوضعية التي أظهرت أن مستوى أداء الجامعات الجزائرية لم يرقى بعد إلى مستوى جامعات العالم المتقدم، وأنه ليست المرة الأولى التي تصنف فيها الجامعات الجزائرية في مراتب غير مشرفة ولا تلقي بسمعة بلد بحجم الجزائر، كما لا يعكس هذا الترتيب المتدني النتائج المأمولة رغم ما تخصصه الدولة من ميزانيات ضخمة لقطاع التعليم العالي، ورغم توفر الإمكانيات البشرية والمادية المناسبة. ومن أجل تحسين ترتيب الجامعة الجزائرية في التصنيف الدولي للجامعات ورفع جودة التعليم العالي، أوصت الدراسة بضرورة اعتماد حوكمة ترتكز على أهداف الإصلاح والتقييم المستمر من خلال وضع التدابير التصحيحية لمعالجة النقائص المسجلة في تطبيق نظام (ل م د)، بما يساعد على تقليص الفجوة القائمة بين مخرجات التعليم العالي واحتياجات التنمية ومتطلبات المجتمع، وكذا مشاركة القطاع الخاص في تمويل العملية التعليمية، بالإضافة إلى تحسين الوضعية المهنية والإجتماعية للأساتذة الجامعيين. Abstract: The current study is concerned on describing the status and position of the Algerian University through its ranking in the International Classification of Universities (Shanghai Classification and Webometrics 2019…), where it diagnosed this situation, which showed that the level of performance of Algerian universities has not yet reached to the level of the developed world universities, and that this is not the first time that Algerian universities are classified in non-honorable ranks, and does not receive the reputation of a country such as Algeria, this low ranking does not reflect the expected results despite the huge allocations by the state on the higher education sector, although the availability of adequate human and material resources. In order to improve the ranking of the Algerian University in the International Classification of Universities and to raise the quality of higher education, the study recommended the need to adopt a governance based on the objectives of reform and continuous evaluation through placing of corrective measures to address the deficiencies recorded in the application of the LMD system, which helping to reduce the existing gap between the outputs of higher education and the needs of development and community requirements, as well as the participation of the private sector in funding the educational process, in addition to improving the professional and social status of the university professors.
