خيار الحكم الراشد في ظل علاقة التوأمة بين الفساد الاقتصادي والريع -حالة الجزائر-

لقد هيّأت البيئة الريعية في الدول العربية ومنها الجزائر مناخا مناسبا لانتشار الفساد، فعلاقة التوأمة بين الريع والفساد الاقتصادي يفسّرها غياب روح المبادرة والإنتاج والتنافسية، وأمام ضرورة انتقال الجزائر من الاقتصاد الريعي إلى الاقتصاد المنتج يهدف هذا البحث إلى تحديد علاقة التجاذب بين الريع والفساد من جهة، وعلاقة التنافر بين الريع والحكم الراشد من جهة أخرى، ليخلص البحث إلى أنّه ليس هناك مزاوجة بين الريع والفساد، بل إنّ تبعات الاعتماد على ذلك الريع هي التي تولّد الفساد، وأنّ ضرورة التحوّل نحو الاقتصاد المنتج تفرض مكافحة مختلف أشكال الفساد، وبث روح المسؤولية والمساءلة والعدالة والشفافية في مختلف فئات المجتمع، وهي المبادئ التي يستند عليها الحكم الراشد، فيقدّم البحث في الأخير جملة من التوصيات لتوفير الأرضية المناسبة لتحوّل الجزائر نحو الحكم الراشد عبر بناء الاقتصاد المنتج. In Arab countries the rentier environment has led to the creation of a climate conducive to the spread of corruption. The relationship between rents and economic corruption is explained by the lack of initiative, production and competitiveness. Faced with the need for Algeria's transition from a rentier economy to a productive economy, this research aims to determine the relationship of polarization between rents and corruption on the one hand, and the antagonistic relationship between rent and good governance, on the other hand. The research concludes that there is no linkage between rents and corruption, but the consequences of using rents to generate corruption, and the need to turn to the productive economy, require the fight against various forms of corruption, instilling accountability, responsibility, fairness and transparency in different segments of society, whose principles is based on She has good judgment,The paper presents a set of recommendations to provide the appropriate ground for Algeria's transition to good governance by building a productive economy.
