الملخص : إن التحويل في القيم والمرجعيات والقيم ناتجا عن التحول في إدراكاتها التي أثرت ومازالت تؤثر في المرجعيات وقيم التحصين وحمايتها ضد هذا التهديد ، نتيجة الانتقال المتدرج من مفهوم المخاطر بصورة موسعة ومستمرة كان ذلك Abstract This shift in the terms of reference and the values of security was the result of a shift in the nature of the threats and its realization that have affected and still affect the security and its terms of reference and value to be fortified and protected against these threats, which means moving stepwise from the concept of threat to the concept of risk and is what will be put changes are extensive and continuous security concept whether it be an objective or self.
