الملخص
This article deals with the subject of vocational training and its relationship with the operators. With the scientific and technological development worldwide, innovation become a pre-requisite in the work. The worker today is asked to perform a set of complex roles and should have a certain educational and scientific level. He is indeed to have a high level depending on the nature of the working materials and methods. Since education is the foundation of human development, the modern outlook is no longer considered a merely public service provided by the state, as was the case before, but the process is long-term investment and guaranteed return. Educational, technical and vocational training in today’s world represent a crucial element of the human resources development. It is thus essential to correlate principles of this type of education with the general framework and outline of policies and strategies related to more general and comprehensive economic and social development in its wider sense. Nontheless technical and vocational education has become a common feature of the modern era. This is in light rapid changes in the methods of work and production, which makes the process of rehabilitation a basic challenge facing social and economic systems worldwide.
