الآلية الدولية لتصريف الأعمال المتبقية من محكمتي يوغسلافيا ورواندا

الملخص
أنشأ مجلس الأمن بقراره 1966 لعام 2010 الآلية الدولية لتصريف الأعمال المتبقية للمحكمتين ( محكمة يوغسلافيا ورواندا) للاضطلاع بعدد من المهام الأساسية للمحكمة الجنائية الدولية لرواندا والمحكمة الدولية ليوغوسلافيا السابقة بعد إغلاق المحكمتين، بما في ذلك محاكمة الهاربين من العدالة الذين هم من بين أكبر القادة المشتبه في تحملهم للقدر الأكبر من المسؤولية عن الجرائم الدولية، وتولّت الآلية وفقا لولايتها المسؤولية عن العديد من وظائف محكمة رواندا ومحكمة يوغوسلافيا السابقة، بما في ذلك ما يتعلق بمجموعة من الأنشطة القضائية، وإنفاذ الأحكام، وإعادة توطين الأشخاص الذين بُرئت ساحتهم والذين أُطلق سراحهم، وحماية الضحايا والشهود، وإدارة المحفوظات. وإذ تستكمل المحكمتان أعمالهما وتقلصان حجم عملياتهما تدريجيا، تعتمد الآلية اعتمادا أقل على خدمات الدعم التي تقدمها لها المحكمتان وهي تواصل عملية إنشاء إدارة صغيرة قائمة بذاتها وخاصة بها لإنهاء مهامها الموكلة لها.
