تكامل الاستراتيجية التنموية والسياسة الخارجية على ضوء التجربة الصينية (1949-2012).

الملخص
تتطلع هذه الدراسة الى توضيح طبيعة العلاقة التي تربط السياسة الخارجية بالمشروع التنموي للدولة، ويأخذ بالمثال الصيني للتأكيد على اهمية انخراط جميع انشطة الدولة وعلى رأسها السياسة الخارجية في تحقيق الغايات التنموية لدول العالم الثالث، سيَّما وأن التعاون الدولي وتنسيق الجهود التنموية- وهي الوظائف التقليدية التي تضطلع بها السياسة الخارجية- اضحت مسائل ضرورية في عالم لم يعد ممكنا فيه بناء التنمية اعتمادا على الذات. وعلى ضوء التجربة التنموية الصينية، تشدد هذه الدراسة على ان مسار التنمية الوطنية لا يمكن ضمان نجاحه بدون تهيئة العناصر الخارجية المساعدة له، وتبرز في هذا السياق مسألة ربط اهداف السياسة الخارجية بالغايات التنموية للدولة، سواء من خلال تحسين صورة البلد كوجهة استثمارية، او من خلال عملها على ضمان بيئة مستقرة ومسالمة بالشكل الذي يضمن تركيزا اكبر على جهود التنمية الداخلية. Abstract: This study looks to clarify the nature of the relationship between the foreign policy and the development project of any country. It also takes the Chinese example to emphasize the importance of the involvement of all state activities, especially foreign policy, in achieving the development goals of the developing countries, Because international cooperation and the coordination of development efforts – which are the traditional functions of foreign policy - have become essential in a world in which development can no longer be built on self-reliance. In the light of China's development experience, this study emphasizes that the path of national development can not be guaranteed without the creation of suitable external elements. In this context, the issue of linking foreign policy objectives to the development goals of the State is highlighted, either by improving the image of the country as an investment destination, or by working to ensure a stable and peaceful environment in such a way as to ensure greater focus on internal development efforts.
