أهم الآليات الوقائية لمكافحة ظاهرة الفساد في البلاد الإسلامية

الملخص
تعتبر ظاهرة الفساد من اخطر الظواهر ليس فحسب على الاقتصاد الوطني بل يمتد اثرها الى مختلف المجالات الاجتماعية والسياسية وتعتبر هذه الأخيرة من أخطرها نظرا لارتباط السياسة بجميع مناحي الحياة ، حيث ان الفساد السياسي يعتبر أكثر خطورة من الفساد المالي ، كما انه يساهم في تأسيس له مما يجعل من هاذ الظاهرة أكثر تغلغلا في النسيج الاجتماعي للدولة ويصعب من سبل القضاء عليه ، إن الأسباب الحقيقية لظاهرة الفساد بمختلف أنواعها تعود الى الجانب الأخلاقي ، اذ ان المنظومة الأخلاقية تعتبر الضمانة الرصينة في و جه إي نوع من الفساد ، وهذا لاعتبارها لصيقة بشخصية الفرد وملازمة له في المواضع والحالات التي تعجز عن مراقبتها اقوي وسائل الرقابة و أحدثها . The phenomenon of corruption is one from the most dangerous phenomena , not only concerning the national economy but also different fields as the society and politics ones .Also the last can be the most dangerous one because of the relationship between politics and the different domains in life., so that the politic corruption is more dangerous than the economy one , and it can participate in its foundation which makes this phenomenon more attached in the society and makes its solutions more difficult . The real causes for the corruption in its different types related to ethics, which means that the ethical system can make a strong assurance against any kind of corruption because it is attached with the personality of any one and in everywhere and in places and cases in which cannot be controlled by the strongest and the latest type of anticorruption means.
