الحماية الدولية والإقليمية للحق في الحياة الخاصة

الملخص
ملخص : إن الحق في حرمة الحياة الخاصة يمثل في الوقت الراهن رمزا للتطور وعلامة من علامات التقدم، إلا انه بإمعان النظر نجد أنها مشكلة قديمة قدم الإنسانية، إذ اختلف الناس مع اختلاف العصور في مضمونها وأهدافها، وترتيبا على ذلك فانه لا يمكن أن تنسب فكرة حقوق الإنسان ولاسيما حق الفرد في حرمة حياته الخاصة إلى تاريخ وثقافة محددة، بحيث أنّ منذ فجر التاريخ وعبر عصوره قد شغلت هذه الفكرة عقول الفلاسفة والمفكرين. فضلا عن الأديان السماوية التي تأثرت بهذه الحقوق . وقد تواصل الكفاح السياسي للبشرية من أجل إقرار حقوق الإنسان من خلال إعلانات الحقوق، وأدت التطورات السياسية إلى انتقال مسالة حقوق الإنسان إلى المجال الدولي بتطور الإعلان العالمي لحقوق الإنسان عام 1948. ثم اتفاقية الأمم المتحدة للحقوق المدنية والسياسية عام 1966، ونتيجة للتطور العلمي والتكنولوجي الحديث أصبحت الحاجة ماسة لحماية الحياة الخاصة للفرد، بحيث اهتمت بهذه الحماية الاتفاقيات الدولية والإقليمية، كما عقدت عدة مؤتمرات لدراسة حرمة الحياة الخاصة وكيفية حمايتها . Abstract : The right to privacy is now a symbol of evolution and a sign of progress. However, it is a long-standing problem of humanity. People differed with different ages in their content and objectives.
