الحوكمة المائية والعدالة المائية كيف و لماذا؟ Water Governance And Water Justice How And Why?

الملخص
تعرف حوكمة المياه على انها عمل يجمع بين الجهات الرسمية للحكومة و ممثلي القطاع الخاص و الفاعلين من المجتمع المدني تسعى من خلال تبني استراتجيات وخطط تقوم عليها إدارة الموارد المائية ، كما تعكس الحقائق السياسية على المستوى المحلي الإقليمي و الدولي ، فإنه من غير الممكن فصل النقاش حول حوكمة المياه عن حوكمة المجتمع من خلال تحقيق مبدأ الانصاف و المساواة في استغلال الموارد المائية ، ولا القول بانفصال الانصاف عن العدالة المائية و حوكمة تسيرها اذ ترتبط العدالة بالمحلية او الإقليمية بالعدالة الدولية ، فالانصاف و العدالة الدولية ليست مجرد تقارير ترفع او ارقام تعطى ، لكن من العدالة تحمل المسؤولية تجاه المخاطر البيئية التي تسببت فيها الدول المتقدمة وتحملت اثارها على الدول الأقل نموا ، لبلوغ عدالة مناخية ، ومن اهم اثار التغيرات المناخية احداث اضطراب في توفر المياه الصالحة للشرب الامر الذي اصبح يشكل ظلما في تحقيق العدالة المائية انطلاقا من ان المجتمع الدولي ملزم بالحفاظ على الحق في الماء Water governance is a participatory activity that takes place between three sectors: the government, the private sector, and civil society. Through the participation of the three parties in the process of developing water resources management strategies, as it reflects the political realities at the local, regional and international levels, it is not possible to separate the discussion about water governance from the governance of society by achieving the principle of fairness and equality in the exploitation of water resources, nor to say By separating equity from water justice and the governance of its conduct, as local or regional justice is linked to international justice, equity and international justice are not merely reports that are raised or numbers that are given, but it is justice to bear responsibility for the environmental risks caused by developed countries and their impacts on less developed countries, in order to achieve Climate justice. One of the most important effects of climate change is the disruption in the availability of potable water, which has become an injustice in achieving water justice, based on the fact that the international community is obligated to preserve the right to water
