الملخص
أفرزت البيئة الأمنية الدولية في فترة ما بعد الحرب الباردة مجموعة من التهديدات الأمنية الجديدة على غرار: الجريمة المنظمة، التهديدات البيئية والتهديد الإرهابي العابر للحدود، وقد مست هذه التهديدات العديد من الأنظمة الإقليمية، وكان النظام الإقليمي الساحلي أكثرها تأثرا، بفعل هشاشة الدول الوطنية المشكلة لهذا النظام وضعف قدراتها الاقتصادية والعسكرية، وهو ما جعلها تكون مركزا لنشاط العديد من الجماعات الإرهابية في منطقة الساحل الإفريقي وجوارها الجغرافي، وأمام هذا الوضع كان لزاما على صناع القرار الساحليين تبني آليات مشتركة وأخرى انفرادية لمواجهة تصاعد الهجمات التي شنتها الجماعات الإرهابية على أهداف مدنية وأخرى عسكرية. انطلاقا من هذا وذاك ستسلط هذه الدراسة الضوء على موضوع "الجماعات الإرهابية المنتشرة في منطقة الساحل الإفريقي وآليات احتوائها"، وذلك من خلال التطرق إلى أهم الجماعات الإرهابية النشطة في الأراضي الساحلية على غرار: جماعة بوكوحرام وجماعة نصرة الإسلام والمسلمين...الخ، وأثرها في المنطقة، فضلا عن التطرق إلى الآليات التي تبناها صناع القرار في دول المنطقة من أجل مكافحة هذه الظاهرة والحد من انتشارها. Abstract: The international security environment in the post-Cold War period has generated a set of new security threats, such as organized crime, environmental threats, and transnational terrorist threats, These threats have impacted many regional systems, with the coastal regional system being the most affected due to the fragility of the national states within this system and their economic and military weaknesses. This has made it a region of activity for numerous terrorist groups in the African Sahel and its neighboring geographic areas. In response to this situation; coastal decision-makers have had to adopt common and individual mechanisms to counter the escalating attacks by terrorist groups on both civilian and military targets. Based on the foregoing, this study will shed light on the topic of "Terrorist groups deployed in the African Sahel region and mechanisms to contain them" by addressing the most active terrorist groups in the coastal territories; such as Boko Haram and the Group for Support of Islam and Muslims, and their impact on the region. It will also discuss the mechanisms adopted by decision-makers in the countries of the region to fight this phenomenon and reduce its spread.
