الملخص

ملخص: عرفت الأنظمة السياسية الإفريقية بعد الاستقلال عدة أزمات قوضت الاستقرار وأجلت عمليات التنمية، وكانت إشكالية الشرعية السياسية أبرز هذه الأزمات، والنابعة بصورة واضحة في تراجع الولاء المجتمعي للنظام وسلطته، والمؤثرة على قدرة الدولة في فرض سياساتها وأداء أدوارها بطريقة مشروعة، ففي ظل التعدد الإثني وتنامي الظاهرة العسكرية في الأنظمة الإفريقية، وسيطرت الآليات اللاشرعية على الآليات الديمقراطية للوصول إلى السلطة والاستمرار فيها، اتسعت الهوة بين الأنظمة الحاكمة وشعوبها، الأمر الذي نتج عنه عدة انعكاسات سلبية في جميع المجالات خاصة مجالي الأمن والتنمية، بحيث تراجعت مستوياتهما إلى أبعد الحدود، وأصبحت القارة الإفريقية بؤرة توترات ونزاعات إثنية وحروب أهلية دائمة. Abstract: After independence, African political systems experienced several crises that undermined stability and postponed development processes. The problem of political legitimacy was the most prominent of these crises, stemming clearly from the decline in societal loyalty to the regime and its authority, and affecting the state’s ability to impose its policies and perform its roles in a legitimate manner. In light of ethnic diversity and the growing phenomenon Military systems in African regimes, and illegal mechanisms took control of democratic mechanisms to reach and maintain power. The gap between the ruling regimes and their people widened, which resulted in several negative repercussions in all fields, especially the fields of security and development, so that their levels declined to the extreme, and the African continent became a hotspot. Perpetual tensions, ethnic conflicts and civil wars
