التدخل العسكري الفرنسي في مالي: دواعي الإهتمام وآليات التغلغل French Military Intervention In Mali: Concerns And Penetration Mechanisms

الملخص

يهدف هذا المقال إلى دراسة التدخل العسكري الفرنسي في منطقة الساحل الإفريقي مالي أنموذجاً، حيث تم إعتماد منهج دراسة الحالة لتحليل ورصد طبيعة الأزمة التي شهدتها مالي مروراً بالتدخل العسكري الفرنسي وهل هو فعلا تدخل لأجل مكافحة الإرهاب والجماعات المتطرفة، وبناء الدولة في مالي على أسس شرعية ديمقراطية ، إلا أن تتبع حيثيات التدخل وخلفيات العلاقة الفرنسية بمستعمراتها السابقة ومنها مالي أثبت أن هذا التدخل ماهو إلا إستراتيجية من إستراتيجيات فرنسا لإعادة التمركز في المنطقة حفاظاً على مصالحها القومية التي باتت مهددة وعليه توصلت الدراسة إلى ضرورة أفرقة الحلول للأزمات الإفريقية، وحوكمة الثروات والمقدرات الوطنية وبسط سيادتها عليها وإنتهاج سياسات شراكة داعمة لحق المواطن المالي والإفريقي في التنمية. This article aims to study the French military intervention in the African Sahel region, Mali as a model in which the case study methodology was adopted to analyse and monitor the nature of Mali's crisis as a result of French military intervention and whether it was indeed an intervention to combat terrorism and extremist groups, Building the State in Mali on democratic legitimate foundations, but tracking the reasons for the intervention and the backgrounds of the French relationship with its former colonies, including Mali, has demonstrated that such intervention is only one of France's strategies for repositioning the region in order to safeguard its national interests, which have become threatened. Governance and sovereignty over wealth and national capacities and partnership policies in support of the financial and African citizen's right to development.
