الملخص
ملخص: يُعد النقل البحري عنصراً حيوياً في التجارة الخارجية ومؤشراً لنمو الاقتصاد، ونظرا لهذه الأهمية سعت الجزائر لتحديث موانئها عبر الاعتماد على الرقمنة لتعزيز التجارة الدولية، بناءا على ذلك صدر المرسوم التنفيذي 21-147 المتضمن وضع منصة المجتمع المينائي الجزائري (APCS) والتي هي عبارة عن نظام الكتروني تم انشاؤه بغرض تبسيط وتسريع الإجراءات الإدارية للأطراف المعنية في السلسلة اللوجستية، كما يهدف إلى ضمان أمن و سلامة المنشآت المينائية وحماية البيانات الشخصية للأطراف المعنية، خاصة بعدما كانت شروط شحن وتفريغ البضائع وحركة النقل في الموانئ تتم وفقا للمرسوم التنفيذي 02-01 المحدد للنظام العام لاستغلال الموانئ وأمنها والذي لم يكن كافيا لمواجهة المنافسة الدولية في هذا القطاع. Abstract: Maritime transport is a vital element in foreign trade and an indicator of economic growth. Due to this importance, Algeria has sought to modernize its ports by relying on digitization to enhance international trade. Accordingly, Executive Decree 21-147 was issued, which includes the establishment of the Algerian Port Community System (APCS). This system is an electronic platform created to simplify and expedite administrative procedures for stakeholders in the logistics chain. It also aims to ensure the security and safety of port facilities and protect the personal data of the parties involved. This comes especially after cargo loading and unloading conditions and transport operations in ports were carried out according to Executive Decree 02-01, which set out the general system for the exploitation and security of ports, but was not sufficient to face international competition in this sector.
