انعكاسات المخاطر الصحية على مبدأ استمرارية المرفق العام - المرفق العام الجامعي الجزائري انموذجا -

الملخص
ملخص:إن المرافق العامة في الدولة تعتبر المظهر الايجابي للنشاط الإداري، مهمتها تقديم الخدمات العامة للمرتفقين باستمرار وبدون انقطاع أو توقف. ومن المرافق العامة المهمة في الدولة هو المرفق العام الجامعي مهمته تقديم خدمة التعليم للطالب. ولقد تأثر المرفق الجامعي مؤخرا بجائحة كورونا، والتي تعتبر من المخاطر الصحية الكبرى التي أدت إلى توقفه عن تقديم خدماته من خلال قيام السلطات العامة في الدولة بتوقيف الدراسة مؤقتا حفاظا على صحة المرتفقين، لذا كان من الضروري التفكير في اعتماد سياسات وإجراءات قانونية كفيلة بضمان استمرارية هذا المرفق العام الحساس، باللجوء إلى الرقمنة والإدارة الالكترونية لتقديم الخدمات الإدارية عن بعد، وتسريع وتيرة هذه الخدمة خاصة في قطاع التعليم العالي. إضافة إلى تكييف طرق التعليم بما يتناسب مع جميع الظروف العادية والاستثنائية. Abstract Initially, public facility in the country is regarded as the positive manifestation of administrative activity, whose mission is to provide public services to those who are facilitated continuously and without interruption or stop. One of the important public facilities in the country is the puplic university facility whose mission is to provide education service to the students. Due to the coronavirus pandemic , the university as service provider was immensly affected . Which is considered to be one of the major health risks that led to his discontinuation of its services through the temporary stop of the study by the State's public authorities in order to preserve the health of the companions and therefore it was necessary to consider adopting legal policies and procedures to ensure the sustainability of this sensitive public facility, Using digitization and electronic governance and all information technologies to provide remote administrative services, accelerating the pace of this service especially in the higher education sector. Additionally, adapting new and innovative teaching methods to all normal and exceptional circumstances.
