الملخص

الجرائم الواقعة على مصالح كبار المواطنين في ضوء القانون رقم 9 لسنة 2019 بشأن حقوق كبار المواطنين حيث أن تعريف كبار المواطنين في الإمارات هم كبار السن أو المسنين وقد تم تغيير المسمى إلى كبار المواطنين وذلك بسبب خبرتهم في الحياة وولائهم إلى الوطن، وإن الجرائم التي تقع على مصالح كبار المواطنين منها جريمة إنشاء أو إدارة مؤسسة لكبار المواطنين بالمخالفة لأحكام القانون وجريمة عدم الإبلاغ عن الإساءة ضد كبار المواطنين والإفصاح عن هوية من قام بالإبلاغ عن جريمة ضد كبار المواطنين. وقد تم ذكر كل جريمة والعقوبة المقررة لها في البحث، وإن من أهم النتائج أن المشرع قد فرض عقوبات صارمة لتكون رادع ومانع لمن يقوم بإنشاء أو تشغيل دار لكبار المواطنين تخالف القانون، وأهم توصية أن يتم الفصل في التجريم والعقاب بين هاتين الجريمتين الواردتين في المادة 25 بحيث يشدد العقوبة على من علم بوقوع الجرائم على كبار المواطنين ولم يبلغ بذلك السلطات. Abstract : Crimes against the interests of senior citizens in light of Law No. 9 of 2019 regarding the rights of senior citizens, as the definition of senior citizens in the Emirates is the elderly or the elderly, and the name has been changed to senior citizens due to their experience in life and loyalty to the homeland, and the crimes that occur against The interests of senior citizens include the crime of establishing or managing an institution for senior citizens in violation of the provisions of the law, the crime of not reporting abuse against senior citizens, and disclosing the identity of the person who reported a crime against senior citizens. Each crime and the penalty prescribed for it were mentioned in the research. One of the most important results is that the legislator has imposed strict penalties to serve as a deterrent and prevent those who establish or operate a home for senior citizens that violates the law. The most important recommendation is that criminalization and punishment be separated between these two crimes mentioned in Article 25. It increases the punishment for anyone who knows that crimes have occurred against senior citizens and does not report it to the authorities
