الملخص

عادة ما تجد الدول نفسها في مواجهة مشكل عدم ملاءمة الاتفاقيات الدولية التي تنضم إليها مع قيمها المجتمعية، ما يجعلها عرضة لانتقادات من قبل منظمات دولية أو غير حكومية، تتهمها بعدم الالتزام بما تضمنته هذه الاتفاقيات. هذا الإشكال تواجهه الجزائر بعد انضمامها إلى اتفاقية القضاء على جميع أشكال التمييز ضد المرأة، والتي تعرف اختصارا باتفاقية "سيداو"، لكنها تحفظت على بعد بنود هذه الاتفاقية لتعارضها مع قيم المجتمع الجزائري، من ذلك حق المرأة في المساواة في الميراث، إلى جانب تمكينها اقتصاديا بما يفرض عليها العمل ليلا. تنطلق هذه الورقة من إشكالية بحث العقبات التي تعترض التمكين الاقتصادي للمرأة في الجزائر وفق اتفاقية "سيداو". والهدف من هذه الدراسة، هو البحث عن الجهود التي بذلتها الحكومة الجزائرية في سبيل تمكين المرأة اقتصاديا، والعوائق المجتمعية التي تحول دون تجسيد كافة بنود اتفاقية سيداو. Abstract: Countries usually find themselves facing the problem of the incompatibility of the international agreements they join with their societal values, which makes them vulnerable to criticism by international or non-governmental organizations, accusing them of not adhering to the contents of these agreements. This problem is faced by Algeria after its accession to the Convention on the Elimination of All Forms of Discrimination against Women, which is known briefly as the "CEDAW" agreement, but it reserved reservations about the terms of this agreement because it conflicts with the values of Algerian society, including the right of women to equal inheritance, as well as economic empowerment.. This paper is based on the problem of examining obstacles to women's economic empowerment in Algeria, according to the CEDAW agreement. The aim of this study is to search for the efforts made by the Algerian government to empower women economically, the societal obstacles that prevent the materialization of all the provisions of the CEDAW agreement.
