A Vision On Japan's Oda Toward The Maghreb

Abstract

Japan has actively engaged in addressing development challenges in the Maghreb as both a donor nation and an economic powerhouse, strategically leveraging its advantages in alignment with its international agenda. Assistance has been meticulously targeted towards areas of mutual benefit, endorsing initiatives that align with the internal dynamics of the recipient nations. This alignment corresponds to broader themes, specifically the justifications for foreign aid, that were emphasized during the TICAD. China's enduring presence and influence in Africa, implying ongoing conflict and competition between these two Asian poles, impede the shaping and delineation of aid priorities. This situation impacts the quality and efficiency of grants and assistance. The developmental aid provided by each party is characterized by unique qualities that distinguish it from the developmental traits offered by Western donors, thus propelling the recipient countries towards internal development.
