الملخص
ملخص: شغلت مسألة التنمية وسبل الوصول إليها اهتمام الدارسين المتخصصين منذ سنوات عديدة ومن محفزات ذلك فشل سياسات الدول في تحقيق ذلك وتراجع ما يسمى بالدولة المتدخلة والدولة الحارسة في القيام بأدوارها والوفاء بالتزاماتها المنوطة بها، وعليه اتجه التفكير لدى صناع القرار نحو الاهتمام بالحكم المحلي وذلك بالعمل على تنمية قدراته في إدارة الشأن العام بما يعني تقوية العلاقة التي تربط الحكم الراشد كآلية تسييرية جديدة بالتنمية المحلية كمقصد تطمح إليه الدولة الحديثة. والمقالة التالية تعالج إشكالية العلاقة التي تربط بين هذين المتغيرين. Abstract: The issue of development and ways to reach it have occupied the attention of specialized scholars for many years, and one of the catalysts for this is the failure of state policies to achieve this and the decline of the so-called intervening state and the guardian state in carrying out their roles and fulfilling their obligations. Accordingly, the thinking of decision makers turned towards paying attention to local government by working to develop His capabilities in managing public affairs, which means strengthening the relationship that links good governance as a new management mechanism to local development as a goal to which the modern state aspires. The following article addresses the problem of the relationship between these two variables.
