المؤشرات المؤسسية للتنمية المستدامة في العراق

الملخص
تهدف الدراسة الى التعرف على المؤشرات المؤسسية للتنمية المستدامة المتمثلة في(الحالة: تكنولوجيا المعلومات والاتصالات: من حيث عدد: أجهزة التلفاز والراديو والصحف اليومية/مستخدمي الحواسيب الشخصية/ مستخدمي الهاتف الثابت/مستخدمي الهاتف النقال/مستخدمي الانترنت) و(الاستجابة: العلم والتكنولوجيا: الانفاق على البحث والتطوير كنسبة مئوية من الناتج المحلي الإجمالي /عدد العلماء والفنيون) والمعوقات التي تحول دون تحقيقها كـ(نمط الإنتاج السائد"الريعي"/ ضعف القاعدة التكنولوجية/ تدني الانفاق الاستثماري لكل من وزارتي الاتصالات والتعليم العالي والبحث العلمي وقطاع الاتصالات والبحث والتطوير،،الخ.)، وتوصلت الى نتائج أهمها(بناء قاعدة معلوماتية رصينة للتعامل مع تكنولوجيا المعلومات/ زيادة مستوى الانفاق الحكومي على قطاع تكنولوجيا المعلومات والاتصالات/ تفعيل دور الجامعات البحثية وتطويرها وتعزيز صلتها بحاجات المجتمع المستقبلية،،الخ). The study aims to identify institutional indicators of sustainable development represented in (case: information and communications technology: in terms of: TVs, radios, daily newspapers/personal computer users/fixed phone users/mobile phone users/internet users) numbers. Response: science and technology: spending on research and development as a percentage of GDP / number of scientists and technicians), and the obstacles that prevent it from being achieved, such as (the dominant mode of production (rentier) /weak technological base/low investment spending for the ministries of communications, higher education and scientific research./ the communications sector/ research and development, etc.). The study found results, the most important of which: (building a solid information base for dealing with information technology/increasing the level of government spending on the information and communications technology sector / activating the role of research universities, developing them and enhancing their relevance to the society's future needs).
