The Importance Of Legal Security Principle And Its Relationship With Energy Security And The Future Of Renewable Energies In Algeria

Abstract
Abstract: The law is a source of guarantee and stability for investment in energy security and its relationship to Algeria's various renewable energy mechanisms. The definition of the legal framework for this study will be central. In this context, the problems of research in this paper will be based on answering the following questions: What is the importance of legal security? How can its relationship to energy security encourage investment in renewable energies? In addition, what guarantees is guaranteed by legal security as an essential element for attracting investment? According to the above-mentioned questions, energy security is presumed to be linked to the extent of the Government's effective energy policies by moving from traditional depleted energy sources to renewable energies and allocating safeguards and appropriate mechanisms to make domestic and international investment subject to legal security requirements. Keywords : Energy Security, renewable energy, legal security, investment, legal framework. الملخص: يعتبر القانون مصدر ضمان واستقرار الاستثمار في مجال الأمن الطاقوي، وعلاقته بمختلف الآليات المتعلقة بالطاقة المتجددة في الجزائر، فإن تحديد الإطار القانوني لهذه الدراسة سيكون أمرا محوريا. وفي هذا السياق، فإن اشكالية البحث في هذه الورقة سيرتكز على الإجابة على التساؤلات التالية: ما هي الأهمية التي يكتسيها الأمن القانوني؟ كيف يمكن لعلاقتها بالأمن الطاقوي أن تشجع الاستثمار في الطاقات المتجددة؟ بالإضافة إلى ذلك، ما هي الضمانات التي يكفلها الأمن القانوني كعنصر أساسي لجلب الاستثمار؟ ووفقا للأسئلة المذكورة أعلاه، يفترض أن الأمن الطاقوي يرتبط بمدى السياسات الفعالة للطاقة التي تطبقها الحكومة عن طريق الانتقال من مصادر الطاقات المستنفذة التقليدية إلى مصادر الطاقات المتجددة وتخصيص الضمانات والآليات المناسبة لجعل الاستثمار المحلي والدولي خاضعا لمتطلبات الأمن القانوني. الكلمات المفتاحية: الأمن الطاقوي، الطاقات المتجددة، الأمن القانوني، الاستثمار، الإطار القانوني.
