الملخص
هاته الدراسة تهدف إلى تبيان العراقيل التي تقف أمام تأخر الدولة الجزائرية في إعتماد الطاقات المتجددة بالرغم من الإمكانيات الهائلة التي تزخر بها الجزائر في هذا المجال، حيث أنه و في ظل الأزمة الإقتصادية الأخيرة التي عرفها العالم أجمع جراء إنتشار فيروس كورونا ( كوفيد -19 ) تسبب هذا الوباء في إنخفاظ غير مسبوق في أسعار النفط و أثر ذلك على مداخيل الدول التي يعتمد إقتصادها بصفة أساسية على المحروقات. و لقد تم توظيف المنهج المقارن في الورقة البحثية الحالية للوقوف على تجارب الدول الرائدة في مجال الطاقات المتجددة، بالإضافة إلى إعتماد المنهج التحليلي للتعرف على الآليات القانونية و المؤسساتية الوطنية و كذا العالمية الداعمة للطاقات المتجددة. كما أن النتائج المتوخاة من هاته الدراسة هو إيجاد حلول فعالة و عملياتية للعراقيل التي تحول دون تمكين الدولة الجزائرية من بلوغ سياستها المستقبلية المبنية على التحول الطاقوي. Abstract: This study aims to show the obstacles that stand in the way of the Algerian state’s delay in adopting renewable energies despite the huge potentials that Algeria has in this field, as, in light of the recent economic crisis that the whole world has known due to the spread of the Corona virus (Covid-19) caused This epidemic has led to an unprecedented drop in oil prices, and this has affected the incomes of countries whose economies depend mainly on hydrocarbons. The comparative approach has been employed in the current research paper to find out the experiences of the leading countries in the field of renewable energies, in addition to adopting the analytical approach to identify the national and international legal and institutional mechanisms that support renewable energies. Also, the intended results of this study are to find effective and practical solutions to the obstacles that prevent enabling the Algerian state to achieve its future policy based on energy transformation.
