Former And Present Public Economic Institution Of Algeria

Abstract
Abstract: The concept of creating a public institution in Algeria as a means to stimulate development and implement a socialized economic strategy arose during the early stages of the country's independence. Nevertheless, considering the economic stagnation and lack of progress in the national economy caused by the oppressive conditions of the 1990s, it is not reasonable for the government to persist in shouldering the responsibility of funding the deficits of public economic institutions using the same frameworks and methods. The State should pursue strategies that are suitable for the current environment, which is marked by constant change and complexity, by transitioning towards a market-based economy. At this stage, the country requires significant capacity to regulate and manage its economic activity in order to rehabilitate and develop public economic institutions. This can be achieved through the implementation of a new structure and efficient, professional, and adaptable processes that can keep up with new developments. The country should aim to increase economic growth rates by clearly defining the roles of the government and the private sector, encouraging investment, and creating an economy that can compete internationally. To achieve these goals, the country must undergo radical and serious reforms that will facilitate its positive integration into the world economy. key words: Public Institution P I; Oriented Economy; Directed economy; Market Economy M E; Structural Adjustment; Privatization. ملخص: برزت في مرحلة سابقة فكرة إنشاء المؤسسة العمومية في الجزائر بعد الاستقلال كأداة فعالة في دفع عجلة التنمية، وإضفاء النمط الاشتراكي كقاعدة أساسية لرسم السياسة الاقتصادية للبلاد، الا انه ونظرًا للركود والجمود الذي أصاب الاقتصاد الوطني، نتيجةً للظروف الخانقة خلال فترة التسعينيات، أصبح من غير المنطقي أن تبقى الدولة تتحمل تغطيةَ عجزِ المؤسسات العمومية الاقتصادية بنفس الهياكل والمسيرين، فكان لزامًا على الدولة أن تبحث عن حلول تتلاءم مع المحيط الجديد المتميز بالتغير والتعقيد، من خلال التوجه نحو اقتصاد السوق، فإنها ففي هذه المرحلة ومن خلال التحولات العلمية والاندماج في الاقتصاد العالمي، تحتاج إلى قدرات فائقة وإمكانيات هائلة في التنظيم والتسيير لتتمكن من تطوير نشاطها الاقتصادي وذلك لتأهيل المؤسسات العمومية الاقتصادية وتطوير قدراتها، من خلال هيكل جديد لتلك المؤسسات ومسيرين أكفاء بذهنيات قابلة للتأقلم مع التطورات الجديدة، ورفع معدلات النمو الاقتصادي من خلال تقنين الأدوار بين الحكومة والقطاع الخاص، وتشجيعه لجذب الاستثمارات، يفرض وجود اقتصاد قادر على المنافسة الدولية، وحتى يكون كذلك يجب أن يكون ناتجًا عن إصلاحات جذرية وجدّية من شأنها تحقيق اندماج إيجابي في الاقتصاد العالمي. الكلمات المفتاحية: المؤسسة العمومية، الاقتصاد الموجه ، اقتصاد السوق، التعديل الهيكلي، الخوصصة.
