الملخص
تعتبر الصفقات العمومية من أهم العقود الإدارية التي تبرمها الدولة بمختلف مؤسساتها لضبط المصاريف و ترشيد النفقات ،أين سعت مؤسسة بريد الجزائر إلى صياغة تنظيم لضبط إبرام الصفقات الخاصة بالمؤسسة و الذي يعتمد بشكل كبير على مواد المرسوم الرئاسي 15- 247 الذي جاء في إطار الإصلاحات التي انتهجتها الدولة لحماية المال العام و عقلنة التصرف فيه، إذ حاول المشرع الجزائري من خلاله الموازنة بين حفظ المال العام من جهة و تسهيل إجرءات إبرام الصفقات من جهة أخرى،أين سنتطرق في هذا البحث إلى إحدى مراحل هذا التنظيم و التي تتعلق بعمل لجنة فتح الأظرفة و تقييم العروض الخاصة بالمؤسسة لما تلعبه من دور كبير في العبور من مرحلة تنظيم العروض إلى مرحلة إنجاز المشروع حيث سنعرف كيفية عملها و أهم المواد التي تعتمد عليها من مختلف تنظيمات الصفقات العمومية إضافة إلى مختلف الإشكاليات التي تقع فيها. Public transactions are considered to be the most important administrative contracts Which are concluded by the state in various institutions to control expenses and rationalize expenditures, , Where the Algerian Postal Corporation sought to formulate an organization to control the conclusion of deals for the institution Which relies heavily on the provisions of Presidential Decree 15- 247 within the framework of the reforms adopted by the government to protect the public money and rationalizing its use, the public transactions as the Algerian legislature tried as much as possible to keep the balance between maintaining public money on one hand and facilitating the procedures for concluding the public transaction on the other hand, Where will we discuss this research To one of the stages of this organization Which is related to the work of the Committee for the opening of envelopes and evaluation of the offers of the institution Because it plays a large role in the transition from the stage of organizing presentations to the stage of completion of the project Where we will know how to work and the most important articles that rely on them from various public transactions organizations in addition to the various problems that occur in them.
