الملخص
- الملخص: الديمقراطية الرقمية ومن الناحية الفلسفية والمنهجية تثير مشكلة العلاقة بين تصورين مختلفين هما: الديمقراطية والرقمنة الديمقراطية ووفقا للتعريف العام تعني ممارسة الشعب للسلطة بشكل مباشر أو غير مباشر، ويعني هذا التنظيم السياسي وجود دولة اجتماعية تعترف بحقيقة هي أن الجميع متساوون أمام القانون، وأنهم يتمتعون بنفس الحقوق ودعوة المواطنين إلى الحياة الفكرية والأخلاقية ووضعهم ضمن شروط تسمح لهم بممارسة حصة السلطة التي تمنح لهم ويعتمد النظام الديمقراطي على الاقتراع العام كأداة له. وتمثل الرقمية التطورات الحاصلة في مجال الإعلام والاتصال والإمكانيات الجديدة التي فتحتها شبكة الإنترنت والتي أحدثت تغيرات جذرية في مختلف مجالات الحياة. ولم يكن بوسع الديمقراطية أن تبتعد عن تطور شبكة الإنترنت التي غيرت الحياة اليومية مما أدى إلى ظهور ما يعرف بالديمقراطية السبرانية أو الرقمية. فهل يمثل الإنترنت أداة مكملة للديمقراطية أم أنه عنصرا تحويليا لها؟ وكيف كان أثر التحول الرقمي على مسألة حقوق الإنسان؟ Abstract: Digital democracy, both philosophically and methodologically, raises the issue of the relationship between two different concepts: democracy and digitization. Democracy, according to the general definition, involves the direct or indirect exercise of power by the people. This political organization entails the existence of a social state that recognizes the truth that everyone is equal before the law, enjoying the same rights. It calls for citizens to engage in intellectual and moral life and places them under conditions that allow them to exercise the share of power granted to them. The democratic system relies on general voting as its tool. Digital developments in the fields of media and communication, along with the new possibilities opened up by the Internet, have brought about radical changes in various aspects of life. Democracy could not distance itself from the evolution of the Internet, which has transformed daily life, giving rise to what is known as sovereign or digital democracy. Does the Internet represent a complementary tool to democracy, or is it a transformative element? And how has the digital transformation affected the issue of human rights?
