امن الطاقة ضمن اولويات التنافس الدولي

الملخص
إن تغير شكل النظام الدولي وما تبعه من اختلال في موازين القوى واختلاف في طبيعة الفواعل الدولية أدى إلى ازدواجية التفاعلات الدولية ما بين الصراع أحيانا والتعاون أحيانا أخرى وفق ما تتماشى معه مصالح الدول القومية وأولوياتها، ويعتبر التنافس الدولي أحد أنماط هذا التفاعل الذي تسعى الدول من خلاله للحفاظ على هيمنتها وفعاليتها الدولية ما أدى إلى تعدد مجالاته بحيث لم يعد مقتصرا على المجال العسكري بل تعداه ليشمل التنافس الاقتصادي والعلمي والتقني. لذلك بحثت هذه الدراسة في ماهية امن الطاقة ودوره في تحديد أشكال التنافس الدولي، أهدافه، مجالاته وتأثيره على أمن واستقرار الدول. الكلمات المفتاحية: تنافس دولي، صراع دولي، طاقة، أمن، أمن الطاقة. تصنيفات JEL: F5, F2 Abstract The change in the form of the international system and the subsequent imbalance in the balance of power and the difference in the nature of international actors led to the duality of international interactions between conflict at times and cooperation at other times in accordance with what is consistent with the interests and priorities of national states. The international competition is considered one of the types of this interaction through which states seek To maintain its international dominance and effectiveness, which led to the multiplicity of its fields, so that it was no longer limited to the military field, but rather went beyond it to include economic, scientific, and technical competition. Therefore, this study investigated the nature of energy security and its role in determining the forms of international competition, its goals, its areas, and its impact on the security and stability of countries.
