تداعيات الحروب الجديدة على امن وسيادة الدولة الوطنية

الملخص
تشكل الحرب ظاهرة انسانية تحمل بين طياتها قراءات عديدة ، إلا ان الزاوية التي يتبادر للجميع قرأتها هي دائما حجم المأساة الانسانية من قتلى وجرحى ومهجرين ودمار للبنى التحتية وتخريب للبيئة ، بالرغم من القراءة التي يراها السياسيون وذوو المصالح ، وهذا ما جعل من الحرب ظاهرة متجددة رافقت البشرية لقرون عديدة ومازالت تواصل فرض تواجدها في العالم ، من خلال ذلك التغير في شكلها من المستوى التقليدي في الاجيال الاولى من الحروب وما شهدته من اضافات على مستوى شكل الجيوش النظامية ووسائل القتال ، الى غاية الجيل الثالث الذي غير شكل المواجهات بين المتصارعين ، لتضفي حروب الجيل الرابع بداية التغيير الجذري مع المرحلة السابقة ، وتعلن عن مرحلة جديدة تتوافق مع القرن العشرين ، و مع فكرة الحروب النفسية وطمس للخطوط الفاصلة بين الحرب والسياسة والمقاتلين والمدنيين ، و تمكين الجهات الفاعلة غير الحكومية من القدرة على شن الحرب ، لتلقي مجموعة من التحولات الانسانية بظلالها على تشكيل حروب الجيل الخامس ، وبذلك تقف الدولة الوطنية امام العديد من اشكالات الحروب الجديدة ، التي لا تستطيع الجيوش النظامية لوحدها مواجهتها في سبيل الحفاظ على امن وسيادة الدولة . الكلمات المفتاحية : الحرب –الحروب الجديدة–الدولة الوطنية –اشكالات الحروب الجديدة – الأمن -السيادة. Abstract: Wars represent a human phenomenon involving several interpretations، But the first corner which can be seen by all people is the scope of the human tragedy consisting in the number of dead, injured and deported people, in addition to destruction of infrastructure and damage of the environment, despite of politicians and stakeholders interpretation. Thing which makes the war a renewa ble phenomenon which has accompanied humanity for several centuries and still continues to impose its existence in the world، In addition to the transformation of its form the traditional level during the first generations, war have witnessed many improvements in the form of the regular armies and means and methods of warfare, till the third generation which changed the form of the fights between fighters، Furthermore, the fourth generation wars have witnessed radical change in fighting methods and have announced a new era compatible with the twentieth century، Hence, wars have become psychological and blurred the lines between war, politics, soldiers and civilians, empowering non-governmental actors to declare war. Finally, a series of human changes have cast their shadow on the formation of fifth generation wars. Consequently, the nation state is faced with many new wars challenges that the state armies cannot cope with alone to protect its security and sovereignty. key words: War- new wars- nation state- new wars challenges- security- sovereignty.
