الملخص
ملخص: بهدف تمكين الفئة الإجتماعية ذات الدخل المتوسط من الحصول على حقها في مسكن لائق، سعت الدولة الى توفير أشكال مختلفة من الدعم في إطار نشاط الترقية العقارية، تتراوح أشكال الدعم المقررة لهذه الفئة بين الدعم المباشر المتمثل في إعانة مالية يتكفل بتسييرها الصندوق الوطني للسكن ، بالإضافة الى تكفل الدولة بتوفير الأوعية العقارية المخصصة لإستقبال المشاريع المتعلقة بها، وتحمل الخزينة العمومية نسبة من الفائدة المقررة على القروض العقارية التي يستفيد منها المواطن كشكل آخر من أشكال الدعم غير المباشر، وتهدف هذه الورقة البحثية للوقوف على مدى كفاية آليات الدعم المسطرة من طرف الدولة لصيغ السكن المتاحة للفئة الإجتماعية ذات الدخل المتوسط، خاصة المستجدات القانونية التي عرفها هذا القطاع، والتي أثبتت عزم الدولة على حل أزمة السكن لهذه الفئة رغم التفاوت الواضح في الدعم بين الصيغ السكنية المعروضة. :Abstract In order to enable social categories with low income to obtain the right for decent housing. The state pursued to provide different forms of support within the frame of Real estate promotion activity. The dedicated forms of support to this category differs from direct support represented in financial aids by the national housing fund. In addition, the state provides the real estate specified for receiving related projects. The public treasury has a percentage of profits determined on the Real estate loans which the citizen benefits from as another form of indirect support. This research paper aims at knowing the adequacy of support mechanisms by the state to the housing formulas available to middle_income social categories; especially with the legal developments this sector knew which, thus, illustrated the state determination to solve the problem of housing to this category despite the The apparent disparity of support among the different exposed housing formulas .
